Lïef Builders and the work of owner-side advocacy

A practice that sits on the paying side of a construction project, reviews what the builders and insurers bring, and gets paid for what it saves.

What Lïef Builders is

Lïef Builders is a project advocacy and oversight practice for people who are paying for a build. It puts experienced builders on the owner's side of the table, so contractors and insurers cannot lean on what an owner does not know [1][4]. Its services are project advocacy and protection, insurance and legal coordination, and cost control and schedule optimization [1]. On the Common Ground record, Lïef Builders provides owner's representation, architecture, preconstruction and general contracting nationally, and Rebuild LA, its owner's representation offering in Los Angeles, runs through it [5].

The site's pitch is short: your project, our protection. It describes the firm as an advocate with zero conflicts of interest and says it takes no kickbacks, no vendor deals, no material markups and no hidden incentives, so that its only financial reward is making a project cheaper, faster and better [1].

Lïef Builders sits in the Lïef family next to Lïef Development, the developer and builder that designs, builds and owns its own projects. The two share a brand family and part of a team. The difference is whose side each is on: Lïef Development works for itself, and Lïef Builders works for the owner who hired it. The Lïef Development wiki covers the developer.

The problem an owner's representative solves

An owner's representative is a professional who advocates exclusively for the property owner during a construction project [4]. The people building a project are paid to finish it. They are not paid to protect the owner's budget, schedule or legal position, and the owner usually does not know enough to tell the difference between a fair change order and a padded one. The site puts it plainly: you do not know what you do not know, and that is what contractors count on [1].

The site also gives the logic of the fee. It compares the owner's rep to a cop up the road with a radar gun: contractors do not cut corners because they know they will be checked, and that accountability alone is said to save a client multiples of the fee [1].

How Lïef Builders works

The site lists fourteen capabilities [1]: initial project review, MEP and structural coordination, value engineering during design, site walks and inspections, contractor communication, insurance coordination, architectural review, third-party contract negotiation, change order negotiation and review, vendor and material discount verification, red flag identification, legal review, budget and schedule management, and SABS material supply.

The cost side works three ways, in the firm's words [4]. First, contract negotiation: every scope, bid and vendor agreement is reviewed before anything is signed. Second, ongoing site oversight: regular inspections catch problems while they are cheap to fix, not after they become six-figure change orders. Third, vendor and material verification: confirming that pricing, quantities and specifications match what was agreed.

Every engagement starts with a consultation because every project differs, and each one is staffed with the principals and consultants the scope needs [1][3]. The firm adds AI-powered oversight tools to the human review, including automated change order analysis and real-time budget tracking, and reports an average of 14% time savings on project schedules [1].

For fire and disaster work the site lists insurance coordination as a core service: working directly with adjusters, preparing detailed draw requests, negotiating claim settlements and partnering with legal counsel [1].

Where it works

Lïef Builders names three markets: Phoenix and greater Arizona, which it calls home base; Las Vegas, Nevada, where it lists active projects and a direct SABS supply chain; and Los Angeles and Southern California, where it describes fire reconstruction work [1][4]. The site's headline places are Palisades, Santa Barbara, Greensburg and Phoenix [1].

Owner's-side work on the record

The principal behind Lïef Builders has been on the owner's side of the table for a long time. Jesse Fowler was a general contractor and developer for twenty years, and he held every seat the work has, including owner's representative [5]. Three engagements on the Common Ground record show how the seat works.

Shelby American, Las Vegas, October 2014 to March 2015. An owner's representative and construction manager role on a relocation with an opening date that could not move [8]. Tellus was not licensed as a contractor in Nevada, so Fowler laid out three delivery structures side by side by who holds what: a Nevada general contractor on a lump sum, a pass-through contractor of record, and owner-held trade contracts with Tellus as the owner's construction manager. The pass-through was cut first: it put one more party between owner and builder and left every risk where it was. He recommended the owner-held structure only after checking three conditions against the job: the trades were known, the scope was a build-out, and the date was real. The facility opened on schedule in March 2015, and the rule that came out of it is the part to remember: if any one of those three conditions fails, hire the contractor [8].

LACMA, May 2016 to May 2018. A standing, unpaid owner's representative seat on art installations at the Los Angeles County Museum of Art, across roughly fifteen campus installations [9]. The seat was kept unpaid on purpose, because a fee from any of the three budgets involved would have ended its independence. Its one hard rule was that nothing opens until the facilities department walks the piece against a checklist and signs.

Greensburg, Kansas, June 2007 to December 2008. After an EF5 tornado, Fowler led the preconstruction and general construction teams on a green rebuild and negotiated national supplier partnerships behind more than $30 million of donated sustainable materials [10]. The Common Ground record carries one lesson from it into later work: a place gets built when someone has solved who pays for it and who builds it [12].

SABS material supply

Lïef Builders lists SABS material supply among its capabilities. SABS, the Saebi Alternative Building System, is a patented three-layer composite of EPS foam panels and a concrete composite coating, made by Xtrata [11]. The site publishes a 0% flame spread rating, 250 MPH wind resistance, R-75 to R-100 insulation and 100% mold and termite immunity [1][4]. The full explanation is on the Lïef x SABS wiki.

Who it serves

Property owners and developers who are about to spend serious money on a build and do not have a builder's eye on their own side. The site's home page names property owners in the Palisades, Southern California and the Southwest, and says the firm also works closely with insurance adjusters and legal teams [1].

The people

The site's team page lists four principals [3]:

  • Jesse Fowler, owner's representation and principal, with 25 or more years in design, build and development. The Common Ground record describes him as a general contractor and developer first, with owner's representation as one of the seats he has held [5].
  • Josh Szvoren, development and construction, with 20 or more years on complex developments in luxury retail, hospitality, multifamily and mixed use.
  • Scott Meiers, architectural review, with 40 or more years of architectural design. He handles pre-submittal oversight, code compliance review and value engineering.
  • Nick Scavio, general counsel, with 15 or more years in business law, real estate and transactions. He handles insurance negotiation and legal consultation on construction disputes.

Frequently asked questions

What is an owner's representative in construction? An owner's representative is a professional who advocates exclusively for the property owner during a construction project. They oversee contractors, review budgets and change orders, and keep the project on schedule and on budget [4].

Why do I need an owner's rep? Because the people building the project are paid to finish the job, not to protect your interests. An owner's rep sits on your side of the table, reviewing bids, catching red flags, negotiating change orders and checking that each dollar goes where it should [4].

Do I always need an owner's rep, or can I go without a general contractor? It depends on the job. The Common Ground record gives a three-condition test for running a project without a general contractor: the trades are known, the scope is a build-out and not new structure, and the date cannot move. If any one condition fails, hire the contractor [8].

What areas does Lïef Builders serve? Phoenix and greater Arizona, Las Vegas and Nevada, and Los Angeles and Southern California [1][4].

How does Lïef Builders save clients money? The firm says three ways: contract negotiation before signing, ongoing site oversight that catches problems while they are cheap to fix, and verification of vendor pricing, quantities and specifications [4].

Does Lïef Builders take money from contractors or vendors? The site says no: no kickbacks, no vendor deals, no material markups and no hidden incentives [1].

What is Rebuild LA? Rebuild LA is the owner's representation offering in Los Angeles that runs through Lïef Builders, according to the Common Ground record [5].

What is SABS? SABS is the Saebi Alternative Building System, a patented three-layer composite of EPS foam panels and a concrete composite coating, made by Xtrata. Lïef Builders lists material supply for it as a capability [1][11].
